Form tcr for royaty payment

Dear All, We are 100% subsidiary of Japanese Company. I wish to know that whether we still need to file form TCR while paying royalty to our parent company AT Japan. We understand that this form was discontinued under Press Note 8 of 2009 issued by Department of Industrial Policy & promotion
