Doubts in obc-ncl certificate

Dear Sirs, I got my 1st OBC-NCL certificate from my native place (Coimbatore, TN). I applied for government exams, i cleared the exams but Its been one year. My certificate has expired. Now at present I am staying at my inlaws place which is Madurai, TN. Can i renew/apply for a fresh OBC-NCL certificate in Madurai? Will it be valid? Or should i get it done from coimbatore? One issue is after getting my 1st OBC, my name was removed from parents ration card and added to Inlaws family card.

If the previous one has actually expired and you have a fresh set of documents to apply with, in my opinion, it should be more convenient if you apply for a new OBC-NCL certificate at the place of your current residence as the last one has expired already.
