Does rwa of dda aprtmnts have power to stop common to use inside roads

Dear Sir RWA it happened that i go through Sec. C - 6 Vasant kunj to drop my daughters to their school. today the secretary of RWA said DDA apartment did not allow me to use the road. i asked him why i am not allowed to use the road. he did not give me the ans. i asked him who maintained the road he said gov. than i said well than he cant stop me using the road as i also pay the taxs. but he did not allow me to use the road.Well the apartment made by DDA and there is a play school inside the sec. the school is allowed. than why a common person can not use the road. Does Law allow them to stop the Indian people to use the road SEC. C - 6. vasant Kunj New delhi 110070.
