Yes a married sister living with her husband can also be an accused in a DV case, if the accuser claims that she used to regularly visit her mother's home and was a part of the violence committed on the accuser.

For bieng offender (or abettor) in DV case one need not be present.  One can operate remotely and harass the bride.
