Deletion of emails by clerk which were meant for the manager

In the month of November, 2021 a certain employee who was on leave and had travelled overseas had mailed the company's manager stating his desire to return to work the following month. The email was deleted by a clerk at the company who had personal animosity with the employee, before it could reach the manager. As a result of this another staff was inducted in his place. Does the action of the clerk constitute a Cyber Crime? Can the employee file a Complaint with the Cyber Crime department for deletion of the email and recovery of losses caused to the employee?

If any person without permission of the owner or in charge of a computer, deletes any information from the computer the same is an offence under section 43 of the Information Technology Act, 2000 and punishable under section 66 of the Information Technology Act, 2000.

You can lodge a complaint before the cyber cell police station.

To my understanding, the matter is purely internal to the organisation.
