Facts and query are not clear especially qua "Index 2", and "lack of contact".
Which authority has sealed the flat ?
How it is relevant to "deemed conveyance" ?

Have you purhased the property by a registered sale deed, if so there is no necessity for deemed conveyance.
Have you got the revenue records of the property transferred to your name and are you paying the property tax regularly?, if not then do it immediately.
After that you approach the local civic body to remove the seal. with an application

Our Society going to apply for Deem convence with all supprting documents and all flat's owner's purchase proofs i.e. Index II copy, but one flat owners flat seal against property tax notice and person not available in contact, event Index II copy not found from online Link. That is why this question, how we can proceed ?
