Consumer court

I had taken a home loan in my individual name for an underconstruction property which was in my sole name. The possession of the said property is now happening and I wanted the Bank to add my sister's name to the said Loan / Property so that i can avail benefits like additional loan, lower stamp duty etc. I have written to the bank (incl reminders) but they are keeping silent. Can I approach the consumer court?
