Clarity on high sea transactions

Hello,

Good morning all.

I am intended to buy Coal from a foreign country through an indian importer on High Seas and to transfer the same to my facility located in another state (from the state of AP to another state) located in India. I dont have a VAT TIN in the state of AP. Some say I shall pay APVAT for bringing the goods into the state of AP. Am I liable to APVAT U/s 4(4)? Please clarify me........

TIN is Tax Index Number while VAT is Value Added Tax. A Vendor can collect VAT amount (in Rs.) from customer, only upon getting a one-time TIN. Such VAT collected should be remitted in Govt. Treasury where mentioning the TIN is mandatory.

Firstly I thank you for quick reply.

But, sir sec 4(4) of APVAT says I dont have any liability to pay tax for which purchases were made on High Seas. But some say I have to pay VAT @ 5% to the original importer.

I am in a dialoma which is correct. Please clarify me.
