Central goverment transfer policy

I am a central Government class-1 officer in department of Atomic energy and has put on more than 35 years of service and 1 yr 6 month service left for retirement.Recently I have been transferred which does not involve a promotion but involves some additional charge.I had requested for cancellation of order and requested for defer of the transfer.But the administration has not accepted my request neither informed me. What I am supposed to do.I have health and family problem.
