Second sub-question is that if that indian girl is a civil servant then what are the possibilities?
Take: She has to inform her Department of her intentions. Reason being both countries never enjoyed cordial relations and this is a case of Indian Civil Servant least some Diplomatic issues rake up if “no information” of intent not given by the lady that is all.  

Third question is that if they can marry then what is the procedure and ways ?
Take: Without conversion they can marry under Special Marriage Act in Indian soils or at Indian High Commission in Pakistan soils or anywhere in the world where there is Indian Embassy / Indian Consulate or Indian High Commission using above stated Act. For Hindu Marriages the boy has to convert and embrace Hinduism which rarely Muslims freely do so hence mariage in reference to context under Special Marriage Act is right way forward.
