Approved open plot venture road additional road access to neighbours

Hi Sir, Good Morning,

From the open plot venture approved by the HMDA, as per the approved master plan layout, we currently have one access road, and we have already provided full in-and-out access to the neighbouring landowners located on three sides of the venture. On the remaining side, there is government land.

As per the approved plan, there are two proposed access ways through the government land, subject to future approval and permission from the concerned government authorities. 

One of our neighbouring landowners already has an approved in-and-out access through the existing road as per the sanctioned layout. However, he is now demanding an additional shortcut access through the government land.

In this situation, should we permit the additional access as requested, or should we restrict him to the single access already provided and approved under the sanctioned plan?

What we need to do the best to our venture from a legal perspective.

 The layout approval documents and other details are to be perused/scrutinized properly to render proper opinion, hence you better consult an experienced lawyer in the local and get an opinion in person on all such practical issues.

Let your neighbour apply to the government for additional access, if they feel it is required. You should not allow additional access through your area (which is not a part of their sanctioned plan) as it may invite a problem in future

It would be better to show relevant records to a local prudent lawyer for proper analyses, professional advise and necessary proceeding.

Admittedly, it is Government land. Your proposed access is subject to approval. As such, how could you be authority sanctioning access to a third person?
