Applying through proper channel

I am a regular central government employee at ahmedabad. I want to move to delhi due to my personal reasons, hence I am applying for the oppurtunities at delhi through proper channel but my office has denied forwarding more than 3 applications within a year.Is there such a rule that govt employees can apply for 3 jobs within a year.....?

plz clarify this...its very important for me...
