The concept of NRI’s is of recent origin. Probably it was borrowed from China. People of Chinese origin have migrated to countries all over the world. They have large business interests and political influence in their adopted countries. China is making use of that.
Hence it was thought that the relationship with Indian Diaspora in other countries also should also be cultivated for the advantage of India. For instance influencing the foreign and domestic policies of USA is important for India. The Indian immigrant population there is made of rich businessmen and highly qualified academics and executives who have considerable political influence there. Fifty years back Indians were looked down upon with contempt. Now they are a highly respected community.
People who go to Gulf Countries for employment are also NRI’s. But the question of dual citizenship does not arise in their cases, as the host countries do not give them citizenship. But the NRI’s there remit valuable foreign exchange back to India.
There was a time when Indians, who migrate to other countries, were thought to be unpatriotic or even traitors. All that has changed since the beginning of globalization of the economy.  Now India is proud of them. They also help India in many ways.
If the proposal for dual citizenship is accepted, the privilege will be available to NRI’s only is a few selected countries.
I think there is no harm in giving dual citizenship to NRI’s
