Failed mediation and ipc 498a and 323

I posted a similar thread and got good answers but a new thing has come based on what i heard from India. The guy is Indian passport holder.

The charges are 498a/323/504/506

I have heard that if the mediation fails(which teh girls family would want to fail), they can bribe the investigation officer and ask him to get the orders done to cancel the passport or revoke it and inform this to US/UK embassy in which case husband will have to return to India. Is this true? How can this be stopped? Does the girls family not need permission from court? Is it so easy to just cancel the Indian passport? What is the exact process to get the passport revoked?
