Can the recruitment for executive post be done in this manner ?

A recruitment agency published a circular having list of candidates who were called for Interview, based on cut off decided by GATE Score/Marks obtained by the candidates. In the said circular they list out candidates as UR (11 shortlisted for interview) and SC (3 shortlisted for interview) for total 4 vacancy (3-UR, 1-SC). Among 11 candidates shortlisted for interview in UR list there was a candidate who actually belong to SC but counted in UR list as he had scored more marks than the cut off for UR at the stage of shortlisting for interview. But after interview when the final result is published, he has been given post in SC category because he did not qualify the final cut off for UR category but able to qualify the final cut off of SC category. And moreover, the category of that candidate was  neither clearly shown in any circular nor mentioned anywhere else explicitly and kept hidden from other candidates till the time of uploading the final result.

Is the recruitment follows the fair & transparent process? What can be done in this regard?

What is your dispute and locus standi related to the facts ? 

Prima facie it is an acadmic and hypothetical topic for debate.

However, if you are aggrieved by recruitment rules of the employer, you may challange before appropriate Court / authorities after raising your concern with the recruitor.
