I am defendant I came to know plaintiff
has not made other neighbour who is a necessary party in case,
now
1-should I have to file implead petition first or
2- should I have to file application to dismiss case for non joinder of necessary pary.

in your WS take the plea that suit is bad for non joinder of necessary party and should be dismissed

You need not to file application for impleading other neighbour.you just take objection/plea in w.s that suit is bad and liable to be dismissed for non joinder of necessary party.
