Advise on govt of india sticker on private car

(Querist) 15 October 2013 This query is : Resolved
We have a neighbor who had had numerous brush-in's with the law and is presently on bailin a smuggling and fraud case filed by DRI Mumbai.
They had a private car in the name of his wife (by the way he is a foreigner holding person of indian origin)for the last one year or so.
Lately they have put a white florescent sticker on the rear glass and a orange florescent sticker on the front glass both marked GOVT OF INDIA.

It is suspicious to say the least as they keep driving on the wrong side of the road and break signals too.

I have intimated the police on the email including the DGP MS twice but nothing seems to be done- the brazenness continues and the stickers remain.

What is the legal status of those putting such a sticker on their private cars??

I am a worried person that they may be up to no good

It is not unknown in India criminals / terrorists misused car-stickers to enter into vip areas like parliament before creating havoc. If your state police is not taking any action, then you have to brave to file a writ petition in the high court against the police and those suspects.

You are Indian and expect Govt deptt (specially Police) to act on e-mail.

If you have given signed complaint in Thana and got a copy stamped still do not expect any action unless reporting a cognizable offence.

Agreeing with Dr Vashitha I will add that first give written complaint and then file writ mandamus

First lodge a written FIR with local police
station of the area then on inaction file the suggested writ.

This is great menac3 with which the supreme court is already seized upon a matter.
Writ is the appropriate remedy.
R.K Nanda (Expert) 16 October 2013
file writ petition in high court/supreme court.

Shockingly in spite of giving the car no , the address where it was parked etc to the police nearly a week ago,the talk going around is that they know who has complained and they know how to get around it- can take off and put back the stickers using the peel away film backing.
They are totally untrustworthy.
But if they get "intimation from the underlings" what is the point in bringing suspicious happenings to the notice of the authorities.
I suppose only a disaster will bring people to their senses.

V R SHROFF (Expert) 22 October 2013
Photograph Car with it's nimber plate / time & place & sticker.
Complaint to diff police stations where u saw the car.
Also inform SP, CP, and RTO with Photo
after 15 days on inaction, file 156(3) to JMFC Court compl with relevent copies & Doc.
Dr J C Vashista (Expert) 22 October 2013
I agree with Shroff ji, however, I would like to add to upload the photograph highlighting the florescent sticker with car number on net/youtube/ media (for widest publicity) and move to HIGH COURT for a writ of mandamus
