Vendor not responding to my calls

I have paid Rs.1000 for some goods. I have the receipt and I paid it using my credit card. Now the vendor is rarely responding to my calls and telling me that he will refund the money to my bank account today/ tomorrow / 3 days and the same has been going on for atleast a month. I think he feels that for 1000 Rs he can easily cheat and not give me back my money. What should I do to make him a little responsible for his business and people who place orders with him?

You paid Rs.1000/- to purchase some goods. Why do you want the money back?

When I paid the amount, the vendor had agreed to deliver the goods in a week. During follow-up calls I asked him if he could not deliver them, let me have my money back atleast so I can get some other vendor to get the goods I need, and he agreed that if he could not deliver them in another week he will refund it. After that he asked my bank account details and I was thinking he will refund it which he still says he will do but just not doing it. This has been going for 3 weeks.

Now it is close to two months since I paid the advance amount.  What should I do?

You can go to the consumer forum. It will cost you much more than Rs.1000/- if you engage a lawyer. Fight it yourself.
