validition regarding unregistered supplementary deeds


Sir,

A land owner entered into development agreement  with a developer and the same is registered.  The flats are allotted in terms of the development between the owner and developer and the same is conveyed by entering into a supplement agreement the same is nor registered.  Can the owner  entered into agreement of sale or execute the sale  for the allotted flats without  joining the developer  in the deeds as  confirming party.

If under the supplementary deed, a right over the property is conveyed, then I doubt he cannot.
