unprofessional company behaviour and not providing bill

i enquired for an engineer for dish company after work done the engineer did not provided the bill.. and cut the balance from my account inspite of taking cash.. and after many requests the company does not refund me the money

File on line complaint, issue a Registered notice under CP Act and finally file simple complaint in District Consumer forum for deficiency of services, if the money is really substantial and worth fighting.
