Unjust royalty collection demands by talathi's on farmers

Should an Agriculturist (Farmer cultivating own lands) have to pay Royalty for using minor minerals on his/her own land (common soil, Kankar, etc) for carrying out improvement (building water reserviors - 'Shettala') on his/her land to better facilitate cultivation of crops?

I am being repeatedly asked by Talathi of area where my agriculural land is situated (Village- Nighavni, Taluka-Mandangad, District-Ratnagiri, Maharashtra State - Population of Mandangad is less than 20,000 people, distance of my Farm from Mandangad is around 14 km - hence a rural farm by any definition) to do so.

I think this is unfair (as I have not mined any minerals, all the soil excavated has been used in building up the Water reservoirs on my Farm) and need confirmation on the issue.

Further, what is the redressal mechanism available to me in case I want to fight this unjust demand legally?
