Transport dispute

Hello, I've book 3 Parcel for karnataka from surat (2 year ago)but transport company doesn't delivered parcel to consginee and they have never return goods to me. what can i take next step against transport co.? can i issue first legal notice ? plz advise and suggest me. Thank you
