transfer of S.T. leased flate to non S.T. person.

BOKARO steel plant (SAIL) leased out it's quarters to own employee in 2000 AD. Lateron, some occupants of leased qtrs. are selling out these qtrs. to other employees of Said company only through the company. But, leasee of schedule tribes caste are not allowed to sell/transfer. their leased qtrs to non S. T. caste employee in the name of cnt act of jhark hand. Is CNT Act applicable in such leased quarters of a company amongst their own employees ? with regards.sir.
