Transfer of property

Dears,

I have a small shop in a new shopping mall. The shop is registered but isn't occupied/used yet.

I would like to transfer it to another person (family member).

What's the procedure? How much time does it take?

Can it be transferred only by the builder or there are any other possibility through other channels like court, registrar, ...?
