Transfer of jointly held property after death of one member

We have a apartment property in Gujarat purchased in 2008. It is registered in three names,  Mother, younger son and younger son's wife.  Now Mother has died.  Other family members are Father, Elder son and his family, two married sisters (married before 1994) and living separately.  Elder son and his family lives separately. Previously Mother and father were staying with younder son at this purchased property, after mothers death father is staying with either of son as his will.  Are father, elder son or  two sisters are entitled to have right in this property.  How to transfer property in younder son and younger son's wife name?

if your mother had died intestate then her ( 1/3 share) in the apartment property will devolve equally over her legal heirs- her husband and children in equal shares (this includes the younger son and her wife too)
