Study leave for aiims person (central govt. employees)

as mentioned above, i worked in govt service since feb. 2013 to continue , but i worked 3years and 2 months in chandigarh (UT GOVT.), AND 18 MONTH in rajsthan govt and last 1 year in aiims. so can i avail study leave for higher education and now i am on probation period also, so please advise me about study leave
