challan submission of state ACB have been stayed by highcourt by admitting civil writ CW rather than criminal peition CRLMP and 23 times date stay extended without speaking order in more than three years .
Please suggest whether filing of civil writ to stay challan submission of criminal matters is really lawful or it must have been CRLMP/other criminal petition.
