Sharing of expenses to stop water seepage

By-Law 160b defines that expenses to stop water leakage have to be shared equally by both upper and lower flat owners. Can I get some lawyer who can work on it and share my part of the recovery from the lower flat, as and when received

If the flat owners Association's bylaw or the society bylaw has provisions, follow such procedure.
