service matter karnatak civil service conduct ruled

I am state govt servant, my wife is house wife.... my father in-law is retired employee.... my father in law has given amount out of his retirement benefits to my wife as a gift with an intention that the money to be used to purchase property. is the prior permission is required for me, if my wife is accepting it.
