Seeking help to draft a complaint to the consumer court

I need assistance in drafting a complaint to the Consumer Court to request a refund for my 6-month postpaid BSNL connection, despite the telephone copper line not being connected to my premises.

Can I also raise a request to BSNL to disconnect my telephone line before approaching the Consumer Court?

Since the subscripttion name is under the company name, is there any problem?

I have the following documents to support my case:

  • BSNL postpaid bills
  • Receipts
  • A copy of the letter submitted to BSNL regarding my status of my connection.

Here's a brief summary of my issue:

I shifted to a new location and submitted a request to BSNL, which was accepted by the exchange. However, the lineman failed to complete the connection, citing unavailability of copper wire.

After 35 days, I submitted a letter inquiring about the status of my request. In response, BSNL contacted me via phone, asking for Rs. 5000 to upgrade to a fiber connection. I informed them that I already have a fiber connection and only require a voice plan.

Despite this, BSNL continues to bill me for the copper subscripttion, which I have been paying. When I visited their office after Diwali, they refused to assist me, stating that I must either disconnect or switch to a fiber connection.

Please help me draft a complaint to the Consumer Court to resolve this issue.

Quick Summary
This user requires assistance in drafting a complaint to the Consumer Court against BSNL. They have been billed for a postpaid telephone line that was never connected to their premises due to a lack of copper wire. Despite attempts to resolve the issue, including offering to pay for a fibre upgrade (which they don't need), BSNL continues to charge for the unconnected copper line. The user also wishes to know if they can request disconnection before approaching the court and if the company name on the subscription poses any issues.
