Road issue for a dc converted plot

Hello , i would need your suggestion on an issue.

We own a residential converted (DC converted) corner plot in bangalore which was bought in 2003. There are roads on both sides to the plot as per the panchayath plan (Plan having seal of the panchayath) which the developer had provided and same is mentioned in the schedule of the sale deed. It is just DC converted and not approved by BDA. Now the issue is that some person is claiming that 3 feet towards the front of our plot belongs to him and threatening to block the access to the plot. (When we verified the revenue documents now this is found true). Also the owner who sold us the plot is telling that he he will not allow us access through the other road which is present and wants to sell it as a plot.

The issue which we now face is that there is no access to the plot in both sides. Though we offered money to the other person for the 3 feet he is not willing to settle the matter as he wants to just create problem. As the road is not registered in the name of the government, can the owners simply block the road like this suddenly? The road is being used since 2003. Also both the owner and the other person creates one or the other problem (Writing their phone numbers in front of our plot and creating fear in us whenever we visit our plot as they are localites/farmers of that locality)

Also adding to the above.. will building a Sheet house (Asbestos sheet) help in claiming the roads? Since i cannot afford building a normal house now.. Also is there a minimum dimention for a house to be considered as a house.. Since this is my only property would want to save this property.. please suggest.

Adding to the above i have the 'A' Khatha from the BBMP and have been payind upto date tax since 2003. Have fenced the property and my phone number also is mentioned. will this help.

Your sale deed has to be seen for giving a proper opinion to your problem, better consult a local lawyer with all your papers and take his opinion for legal course of action.
