Refund from Travel agency

Since two months I have not been able to get refund for cancelled Hotel booking,from No 1 travel agency in the country.I have sent a number of emails and talked on their Toll free number but there is no positive response.The amount is about Rs.10,000.00. Since I am out of the country, I cannot take up the matter in person except sending an email or talking on their Toll free #.What should be the next course of action

Just send a legal notice and inform the agency that consumer complaint will be filed then see the effect.  If you go refund in response to your notice then its OK, otherwise there is no way except filing consumer complaint.

How can I send notice since I am in USA now.I have just come.
