Query regarding a plot in m.i.d.c

A plot was leased for 99 years from M.I.D.C by forming partnership firm. There is no business being conducted at the said plot for more than 10 years. Now, MIDC started sending penalty notices. Other partners in the firm are not serious about paying dues to MIDC. 

Can one partner from the firm pay his share of penalties to MIDC and stay safe from future actions to taken by MIDC against the firm/partners?
