Purchasing land from someone who has perpetual lease

Dear sir,

Someone is holding a large piece of land near Shimla (HP) on perpetual lease . The revenue papers show owner as the Govt of HP.

This person is selling small plots of land for housing to individuas. The plots are getting registered in name of purchasers (lessee) again as a perpetual lease.

 I am interested to buy a plot.

Is this legal? 

will I be able to sell this plot in future?

Is there any threat of Govt taking possession of the plot in future?

Can this purchase ? lease be converted to freehold?

before purchase of this plot you need to take permission from the district collector. If he permited you then u can purchase it.
