Purchase of panchayath approved plots

Dear Sir/ Madam, 

I am planning to invest in panchayath approved plot at Chengalpet (TN). Kindly suggest whether the investment can be made in Panchayath approved plot?

It should be converted to NA plot, panchayat has no power to convert it to NA only DM and revenue dept.can convert to NA.
