If a PSU employee did not take NOC from department before applying passport. However after getting aware he applied for the NOC after few days and got it. He did not inform his department that he could not use the NOC as the passport was already issued from his permanent address.
Can anyone/PSU lawyer reply how serious this conduct rule is?

This issue was resolved easily by informing the concerned authorities.
