Can the seniormost official with no bad remarks can be transferred to a far off place under the name of discretion without following proper procedure in giving promotional transfers? The senior most official applied under spouse case to a certain region. Without considering this and seniority and proper procedure can the officer transfer at his will?

in transfer matter the deptt has almost full discretion. You cannot challnage it unless it is arbitrary or malafide.
