Power of attorney one partner to another partner

If one partner of partnership firm want to give powers to sell the immovable property of the said firm and make Power of Attorney what would be the Stamp Duty as per Bombay Stamp Act. and it should get registered in the office of sub-registrar?

One partner alone cannot give poa in name of the firm consent of all the partners is necessary for the same where property belongs to firm name

One of the partner gave POA on his behalf to look after the business of the firm, is it a valid and binding on the other partner.  Can he question the POA by one of the partner as the POA is troubling the other partner.Please enlighten me
