Police verification for government service

one of my friends wants to know that is there any police case filed against him or not. because before 1 year he stole 20000/- from where he worked by mistake, the owner may be filed a complain against him at the local police station, but he returned all the money, then the owner said that he will withdraw the complaint. Now my friend got a gov service, so he wants to know about the existence of that case... Will it be any problem regarding his Gov. job?
