Pending before court

There is a dispute between two parties about the possession of land. One party complaints that the other two party have tresspassed his property, and filed a complaint before the Principal Metorpolitan Court and obtained a temporary injunction from the court to stop further construction. The same party has made a complaint before the Tahsildar, and the Tahsildar had issued a notice to those two parties to appear before him with all documents. My question is whether the notice issued by the Tahsildar is in accordance with law or not, because the subject matter of the notice is pending before the court. and also I want to know will it not amount to subjudice and contempt of court. Kindly clarify to enable me to see the Tahsildar before the fixed date.
