No service bond, still denied noc

Resepect Sir

I work as a contract employee in a PSU in uttar pradesh. There is absolutely NO service bond whatsoever. Our contract can be terminated at any time either by the company or by us. I had applied in DRDO for a permanent post. I had appeared in examination on all India level and now I have been shortlisted for the interview. Now the PSU in which I am currently working is denying me NOC for the same. They are saying that due to shortage of manpower, I cannot be issued an NOC. I am an SC.

Please suggest me the right options ahead. Is there any rule/law as I have no clue what to do. I know this is wrong and I am being continuously harrassed. I am hardly paid enough and I work on No work No Pay basis.
