need help on layout and sell land

My father purchased a plot which is 5 scents in 1996frm a person which is in village.now I sold to one party,agreement done . Now the party asking 1b for the plot and layout approval for plot. If we didn't submit they are asking return money with 3months of interest.the agreement will close on 16dec2016. Could you please help hw to get rid of this.
