Mutual shift duty

I am working in central govt hospital as nursing staff. In this institute there is no mutual shift is allowed for shift duty, even there is mutual understanding of colleague. So please provide me guidance how many times in a month mutual duty is allowed or if any one have govt notification regarding this please provide me.
