Money matters

One person took 7 lakh rupees from me and left my place completely with his family. we dont know where he is now, i went to police station to give complaint they didnot register a complaint and told me that first you find where he is and then give a complaint. Pls let me know how can i proceed further. i Had his duly signed checks and notes.
