Marriage certificate

Is Marriage Certificate a proof to say that no dowry given or taken during time of wedding ?

no , marriage certificate is only a proof of your marriage , it cannot prove whether dowry had taken or given at the time of wedding , dowry taken or given can be proved by still photograph, video recording or by other means of audio visual electronic equipments .
