Loss of sale deed

Dear Experts, I'm buying a property in Navi Mumbai, But unfortunately, the First owner has misplaced/Lost the Sale deed and he has issued the Duplicate Sale deed from Registrar office.

Currently, I have applied for a home loan, but due to this loss of documents the bank is asking for the following documents.

1. Indemnity from Customer & Seller

2. Public Notice in a National English and a vernacular.

3. No Claim certificate from the Advocate.

My query is that public notice is mandatory to publish by a lawyer or owner have rights to publish a public notice in the local newspaper.

Please suggest me on this issue, As Owner has already been given public notice in the Local newspaper but the Bank has said that the public notice should be given only by the Advocate.
