Lien issue

Pls help me sort out my issue. I joined Lok Sabha Secretariat as Parliamentary Reporter Gr.II (GP 5400) in April 2011 on a lien for 2 years. Prior to it, I was working in Deptt. of Posts as Personal Assistant (GP 4800). I have not yet been confirmed till date in LS sectt as I was required to qualify a Departmental Examination of Stenography test @ 160 w.p.m.  

I did not give any written request to my parent department, i.e., Deptt of Posts, for extension of my lien period within two years. Now, a period of more than 3 years have passed. But here In LS Sectt i have not been confirmed as I did not qualify that exam. 

In view of the above situation, I want to know whether I can go back to my parent office. Is there any rule under which I would be able to join at my earlier post.

Would you please let me know what will i have to do for it. Like - will i have to apply to my parent office in writing or ask my present office to communicate with my parent office? What would I do if my present office, particularly my current officer, does not relieve me citing the cause of shortage of staff (because this is only cause he stops other officers to even apply for other posts)? Will have i any option in this case, means, is it my officer's prerogative to check me going away or do have i some right as an employee.

Basically, I am asking all this because my present office, whether administration or my current office, is indifferent about the employees' issues. All will have to be done on my part. And, if I fail, it would be very difficult for me to work under my present boss, who will retire in 2020.

you have to apply to the present appointing authority to relieve you back to parent post.  After you are confirmed on this post this option is not there.
