is our legislature really eligible to make such gendre biased laws,acts,section of I P C(498 a) against men as per our constitution ?

Yes, they are competent to make such laws good or bad, as long as they act within the frame work of the Constitution, that is within their competency, that is why we have like IPC 493, 494, 495,497 and 498a etcetc etc.
