Leave without pay

Hello, My employer deducts salary of 2 days if an employee takes one day leave without pay. In short, double salary is deducted for a single day. Is this legal? Can employer make any such kind of rules? Does rules also change by city. Currently, I work in Hyderabad. Are there any labour laws protecting this? Thanks.
