Landlady not giving rent receipts and not showing electricity bill

My Landlady does not give me rent receipts after I pay my monthly rent saying that she does not give rent receipts to anyone and that giving me a rent receipt would require her to pay tax. Also, when I told her that I needed a photocopy of the electricity bill for a bank requirement (for a credit card, to be specific), what she did to me was no less than a harassment. In effect, I have been denied both these rights. I have been told that this isnt within the purview of the Consumer Forum. What can/should I legally do? Please help.
